Results and challenges of separate collection: ANCI-CONAI Report 2023

On 29 February 2024, the 13th ANCI-CONAI Database Report 2023 was presented at the ANCI National Headquarters in Rome. Data from the 13th Report

In 2022, 65.1% of waste was collected separately in Italy, an increase of 1.1% compared to the previous year. In absolute terms, Italy produced almost 29 million tonnes of municipal waste, of which 18.6 million tonnes was collected separately. Of this, around 5.6 million tonnes is packaging delivered to chain consortia such as Cial, Comieco, Corepla, Coreve and Ricrea.

The report also shows an increase in the fees paid by the supply chain consortia to their members, with a peak in 2021 and a slight decrease in 2022.

CONAI's president stressed that the report is useful in raising awareness among municipalities and citizens of the benefits of separate waste collection. Despite the increase in packaging recycling rates, there are still significant differences between the different regions of the country.

Support to municipalities

The report highlights the support given to municipalities for waste collection development projects funded by the PNRR and explains how nearly two hundred municipalities have been helped to submit more than 1,770 projects that could be funded by the PNRR. These projects include the creation of intelligent ecological islands, municipal collection centres, eco-compactors and eco-boxes, with a total project value of around €115 million.

Targets for cost improvement and valorisation of collected material

In terms of regulation, the Authority has introduced targets to improve and maintain efficient cost coverage of the separate collection of packaging. These targets aim to promote the valorisation of the collected material and to reduce the collection costs per tariff area. The Authority is also completing its evaluation of recent Council of State rulings to ensure clarity and stability in the rules applicable to plant construction.
